Truck dangerously drags vehicle on highway in South Africa

The Department of Transport posted a video on 16 September 2021 showing a truck dragging a vehicle on a national highway.
The Department of Transport is responsible for regulation and coordination of transportation in South Africa that is Public Transport, Rail Transportation, Civil Aviation, Maritime Transport, and Road Transport.

The department said: “We have been witnessing a number of unacceptable behaviorisms on our roads lately, and this particular incident has to be one of them. Please maintain the rules of the road at all times.”
It is unclear why the incident happened and when it happened, but what is apparent in the 45 second clip, is that a few vehicles tried to remedy the situation to no avail.

A security vehicle swerved to the left side of the road to indicate to the truck driver to stop, but it did not work.
