On Friday, Ramaphosa dismissed accusations that government is planning to privatise Eskom.
This followed claims by unions and political parties that government is purposely creating the Eskom crisis to allow for the privatisation of the power utility.
Speaking at the SACP conference in Boksburg on Friday, Ramaphosa blamed state capture, poor management, corruption, and failure to adapt to new technology at SOEs.
"Accusations are thrown around that we want to sell cheap some of the SOEs, that is a lie. We are not through restructuring seeking to privatise, in fact, we are trying to modernise and ensure that the state continues to play its role in ensuring that these SOEs function well," he said.
Ramaphosa says government will announce additional measures to address the current electricity crisis.
