According to Jacaranda FM news, the police are currently investigating the horrible killings in the city. The city also announced several other plans to speed up processes to accommodate homeless people.
Martin Bester invited forensic psychologist Dr Gerard Labuschagne to share his views.
"When a person commits a second murder, they can be identified as a serial killer," Dr Labuschagne said.
"The police and the forensic teams are currently investigating the situation and other killings - I think the police are on the right track," he told Martin Bester.
In a move to protect the homeless, the City of Tshwane has allocated a special budget to ensure these crimes do not happen again.
"For the first time, the city has budgeted a specific amount to address homelessness in the next financial year. An amount of R5 million rand has been set aside to upgrade present shelters and to investigate measures for the development of more shelters for the homeless,” said a member of the Mayoral Committee responsible for Social Development in the City of Tshwane, Sakkie du Plooy.
