Are these rules for using the toilet at work appropriate?

An interesting big of office politics...
We found this post on Reddit of a toilet notice that was stuck to a toilet located at the poster's workplace.
The notice read: "Ladies, This toilet is to be used for peeing only. If you need to create a smell please use the plaza toilets upstairs or the toilet across the road at Rydges." (Reddit)

Firstly, this is just shocking...
Besides the obvious reasons, we never expected ladies to be so rude about other ladies using the toilet for a number two?
After all, everyone does it. It is inevitable. In a sense, we could say that this sign is discriminatory to the rights of all people using a toilet facility.
Can you even imagine a colleague who needs the restroom urgently and has to go to the plaza toilets (who even knows how far that is)?

We can totally understand that this is most likely a sign that was made due to the aftermath of bad toilet etiquette.
Because as much they won't admit to it, many women go number two and even have to in public restrooms.
There's nothing to be ashamed of when it comes to using the toilet for a poo, the embarrassing part is not leaving it in a good condition for the next person...
