Should non-smokers be allowed to take smoke breaks?

A research study conducted in 2018 revealed that on average, smokers take roughly six days of smoke breaks a year!
Over the years, many non-smokers have opened up about their dissatisfaction regarding the number of breaks smokers take in a workday.
Therefore, much research around the topic came to be.
An article released in 2018 said, "According to research by HaloCigs, the average smoker takes roughly six days of smoke breaks every year. Time spent on smoke breaks fluctuates greatly between different sectors. For example, Americans in technology, wholesale and retail, and finance and insurance spent more than an hour and 20 minutes each day on smoke breaks at work." (Job Bio)
Safe to say then that a considerable amount of time is 'wasted' on smoke breaks for smoking employees as opposed to non-smoking employees.
Which is why finding this post on Reddit was quite interesting for us. A housekeeper shared that taking breaks with the security guards was something that happened during work hours.
It so happened that they smoked but the housekeeper didn't.
As much as the housekeeper's boss was a good guy, he found fault in taking smoke breaks if the housekeeper didn't in fact smoke.
After communicating that smoke breaks are for those who smoke, the employee, aka the housekeeper, decided to be a bit cheeky about it.
So they decided to take a sparkler out for the next smoke break. The boss obviously wanted to chat about this, but the friendly security guards defended the housekeeper's actions, saying that technically lighting a sparkler was smoking...
The boss ended up laughing it off and told his employee that he didn't mind them taking breaks as long as the work is done.
