SA mom vacationing in Italy confused by Italian mom's parenting habits

"How can I ask the mother's permission when the mother was not here for several hours..."
They get more angry that you give their children chips than leaving their kids with a stranger.- Mishkah Van Der Schy
A South African woman married to an Italian man was holidaying in Italy with their family.
Things got a bit awkward regarding culture shock, particularly when mom Mishkah noticed how Italian parents operated. During a pool day with their daughter, an Italian child was playing with their daughter Maya at the pool without the supervision of her parents.
She spent about six hours with them, and Mishkah was the primary guardian for this child in her parents' absence.
As parents, we are generally more conscious of our parenting style, and we wouldn't dare leave our kids in the care of strangers. But not everyone is like this...
Here's the catch: Mishkah noticed that Italian parenting was different, but what shocked her was that when the child's mother returned, she was angry with her for giving her child chips.
Granted, as a parent, it is only fitting to ask another parent if you can give their kid a snack, but as Mishkah said, the mother was not there, so how was she supposed to ask permission...
Also, it was confusing to her that the mother was annoyed that she gave her kid a snack when she was hungry and she was giving her child a snack, but she was not at all bothered that she left her child with a stranger for most of the day.
